About this Opportunity
Asian American Organizing Project (AAOP)is soliciting a Request for Proposal from qualified individuals or businesses within Minnesota to recommend and provide human resource (HR) consulting services through an equity and justice lens. The total budget available for this project for the 2023 calendar year is $10,000 with the potential to continue into 2024 if budget and organizational needs permit.
Background
AAOP is a non-partisan organization led by and for young Asian Minnesotans in the Twin Cities. Through our grassroots organizing efforts and programming, we aim to develop young Asian community leaders to resist oppression and co-create a more just future for their families, schools, communities, and cities. AAOP has approximately six full-time employees and one part-time employee. The HR duties are managed by the Executive Director.
Project Scope
The selected bidder will be responsible for providing HR services through an equity and justice lens to the management team and board members. The scope of services to be provided will include, but not limited to:
HR Audit and Compliance
Conduct a one-time HR audit and make recommendations using an equity lens to improve and strengthen HR operations, including legal compliance of practices and policies.
Review and provide recommendations to the employee recruiting, interviewing, reference and background check, hiring and onboarding process.
Assess job descriptions, pay-scale and benefits and assure competitiveness and comparison to similar nonprofit organizations.
Present findings to management team and board members; update employee handbook and assist the management team with rolling out changes to employees.
Employee Relations
Develop and implement processes for regular employee surveys and feedback, and exit interviews.
Provide consultation and training to the management team on disciplinary process, conflict management, performance documentation, employee motivation, recognition and retention and coaching skills.
Make recommendations for long-term HR considerations, such as ongoing training for employees and management team, hiring and onboarding an employee responsible for HR duties and succession planning.

Bidders name, address, telephone number, email address and website.
An overview of the bidders mission, background and prior experience providing HR consulting with an equity lens.
Description of the approach the bidder will use to provide requested services, including timeline, hours required (of both consultant and AAOP representatives), outcomes and total costs per project.
Budget and fee structure for services.
Name, title, telephone number and email of three references for clients, whom similar services have been provided, including a brief description of services performed.
