Mission Statement
Capital Area Partnership Uplifting People, Inc. has been serving Richmond and the Capital Region of Virginia for more than 50 years. Originally known as the Richmond Community Action Program (RCAP), our private non-profit agency was created under the Economic Opportunity Act of 1964 as a major component of the Johnson Administration's "War on Poverty."
In fellowship with community action programs nationwide, CAPUP has provided programs and services to directly combat the poverty epidemic since it's origination almost six decades ago.
Our mission is to combat poverty and poverty-related issues in the Capital Region of Virginia by providing direct action and aid to individuals and families facing hardship.
